If you are interested in how distance education and the use of ICTs in education can assist development in the Caribbean, then you may be interested in the website: Distance Learning in Developing Countries (DLDC).
The DLDC site is intended for anyone who is involved or interested in distance learning or distance education in developing countries. It should be useful to students interested in learning by distance, to teachers interested in teaching by distance, or to people interested in research on distance education in developing countries.
It seeks to show how new ICTs - open educational resources, open source, Web 2.0, blogs, wikis, social networking, social bookmarking and other social software - can be used for online education (e-learning) to conduct classes online in online schools. It is also a resource for students wanting to obtain online training and online degrees from an online college or online university.

At last distance learning initiative for developing countries
Its really a good initiative for the improvement of distance learning scenario in developing countries as well.
I, being associated with an organization which promotes distance learning, used to think that when are we going to take the distance learning phenomenon to the distances it must reach. Till now, the term distance learning seem synonymous to learning within America or the developing countries. The developed countries are already advanced in education and education technology. The real spirit of distance learning is to reach those who can't afford traditional learning or who intend to learn more but are unable to afford time and money.
I agree with the fact that we are unable to get maximum benefit from distance learning even within our country but still we can't wait for years to support this phenomena all over the world especially in the developing countries.
I support DLDC and wish it reaches milestones.
